Gov. Rick Snyder’s State of the State speech on Wednesday included a passage on eliminating outdated state regulations. Because the Republican governor works from an outline, not a ful text, he is free to “go off script” whenever he chooses.
That may have been the case when Snyder offered examples of ridiculous state regulations still on the books and noted that the Department of Environmental Quality has 28 requirements for outhouses, including a rule that says users cannot leave the toilet seat up when they exit a Porta-Potty.

“I don’t know about you,” he added, but I have a higher authority at home — I don’t need the state to tell me that.”
